With the Spending Review pending, a Fair Funding Review progressing slowly, and lack of clarity around what system of business rates retention will apply from April 2020, local government is facing a period of maximum uncertainty over funding after the end of the current financial year.

This is making the preparation of medium-term financial plans beyond 2019/20, including the potential budget for 2020/21, a highly complicated and speculative task.

In June 2019, as a part of its continuing Countdown to Funding Reform events programme, LG Futures will be holding a series of regionally-based events. These will keep local authorities up to date on all the latest announcements relating to the reform of local government funding; and focus on supporting local authorities to take a robust and informed approach to their forward financial plans.

What will be covered at these June events?
We will be providing an update on the reform agenda, starting with a recap on the reforms outlined to date, highlighting the implications of the latest technical meetings; the various local government sector responses to the December 2018 consultations and the government’s own responses to the consultations; in particular, for how the future system might look and the potential transitional arrangements.

We will advise on the most pressing practical challenge for all local authorities - forecasting levels of funding for the 2020/21 to 2022/2023 MTFP - in advance of SR2019 and the major funding reforms. We will consider what is likely to change at Settlement 2020/21; advise on planning for specific scenarios: including levels of aggregate local government funding; changes to NHB; different percentage splits for two-tier shares of business rates; and business rates growth forecasts.

We will also look at how best to manage the risks to your medium-term financial plan, with close reference to the transitional arrangements. 

Drawing significantly from our on-line Resource Planning Hub, we will also provide our annual update on trends in local government finance, including council taxbase and localised support for council tax; movements in reserves; fees and charges income; and looking in-depth at business rates income, appeals and long-term growth.
